Social Accountability Monitoring

Social Accountability Monitoring (SAM) is a tool which promotes the realization of basic socio-economic rights and capabilities. It is committed to establishing the right to social accountability and realization of social and economic rights through the effective management of public resources by duty bearers who will provide justification and explanations for resource allocation and performance. HDT will make use of SAM in supporting efforts and holding governments accountable through mobilization of trusted and respected Voices from the District (VfD) to champion increased political commitment, funding and judicial spending for maternal and Child Health. In its five years strategic plan, HDT will conduct SAM in its implementing regions and in the area of Maternal and Child Health. The following interventions shall be undertaken:

Introduction of SAM concepts and its usefulness in monitoring public resources to key stakeholders;
Identification of actors and training them on SAM;
Collection of useful documents and analysis for SAM in maternal and child health;
Provision of feedback on findings to stakeholders at different levels to facilitate awareness raising, enforcement and establishment of accountability system. Partners in the respective Districts shall be engaged to build their capacity and facilitate establishment of social accountability system.
